The Oyo State Government has raised a major security alarm following intelligence reports that a notorious militia kingpin, identified as “Boyi Actor,” has been sighted in Saki, a border community in the Oke-Ogun zone of the state.
According to an internal memo dated November 23, 2025, the alert was issued by CP Odukoya Sunday Babatunde (Rtd.), the Executive Assistant on Security to Governor Seyi Makinde. The advisory was prompted by information from the Nigeria Security and Civil Defence Corps (NSCDC), Oyo State Command.

Boyi Actor, who is reportedly on the wanted list in Ogun and several other states, was allegedly seen moving around Saki in a black tinted vehicle. Security sources, however, have yet to provide the specific make or model of the vehicle.
The memo raised concern that the suspect’s presence may not be an isolated incident, but part of a broader plan to facilitate the entry of his criminal network into Oyo State. Intelligence suggests potential links to individuals from Niger, Kwara and Kaduna States, heightening fears of coordinated infiltration.
“This means that the suspect coming to Oyo State is to pave way for members of his group,” the document warned.
To forestall any security breach or possible attack, Babatunde directed the NSCDC and other security agencies to immediately activate surveillance mechanisms and reinforce security across all borders and major routes into the state.
“It is necessary to quickly activate your security methodology along the exits/inlet points into the state,” the memo stated.
The directive listed several areas considered high-risk, mandating heightened security around: Governor’s Office and Government House; Government ministries and installations; Schools at all levels – primary, secondary and tertiary; Recreation centres; Banks; Bus terminals and motor parks; Churches and mosques; Security barracks and formations.
The memo further emphasized the need for increased visibility of security personnel, intensified stop-and-search operations and enhanced vehicular patrols across the state
